
RIFE International is proud to highlight the transformative success of our latest collaboration with the District of Columbia Sustainable Energy Utility (DC SEU) at The Grays on Pennsylvania Avenue. This 100,000-square-foot multifamily property in Southeast Washington, DC, is now a model for how sustainable upgrades can reshape urban living while supporting community well-being.
This project was not just a renovation—it was a step forward in aligning with DC’s Building Energy Performance Standards (BEPS) and electrification goals. Through cutting-edge technology and strategic planning, we reimagined what energy efficiency looks like in a dense, urban setting.

Elevating Energy Performance Through Smart HVAC Solutions
The Grays had an Energy Star rating that fell below the threshold for BEPS compliance. To address this, RIFE International developed and implemented a high-impact energy strategy centered around advanced HVAC retrofits.
We replaced outdated 15 SEER apartment split heat pump units with high-efficiency 18.5 SEER split systems, drastically improving performance and reducing energy consumption. Additionally, we transitioned from gas-fired rooftop systems to heat pump rooftop units, directly supporting the city’s electrification objectives and significantly lowering greenhouse gas emissions.
Coordinated Execution in a Complex Urban Environment
Executing large-scale energy retrofits in occupied multifamily buildings requires thoughtful coordination. With 118 HVAC units to install, our team managed every detail—from crane logistics and safety protocols to tenant communication and compliance.
We worked closely with a wide range of stakeholders including:
- District of Columbia Sustainable Energy Utility (DC SEU)
- Department of Energy & Environment (DOEE)
- Property management and building owners
- Department of Buildings (DOB) inspectors
On-site project managers maintained daily oversight, enabling streamlined operations, effective communication between technicians and tenants, and minimal disruption. Third-party inspections were used to ensure compliance with local codes and uphold quality assurance throughout the project.
